José Vicente Pinheiro de Melo de Bragança

Born in Lisbon in 1947, educated at Colégio Manuel Bernardes and at London Academy (1964-66), studied Economics & Law at the University of London (1966-68), and at the University of Lisbon (Law Degree, 1975).
Legal consultant at the Presidency of the Council of Ministers, Director-General at the Ministry of the Interior (1978-80), advisor at the Presidency of the Republic under President Doctor Mário Soares (1986-88), Secretary ad interim  of the Council of Satate (1988-96),  and Secretary-General of the Presidency of the Republic and of the Portuguese Orders of Merit (September 1988-March 2006), under Presidents of the Republic, Doctor Mário Soares and Doctor Jorge Sampaio. 
Published several papers on the ancient portuguese military orders and orders of merit, both in Portugal and in France and the United Kingdom, having written texts for Exhibition Catalogues organised by the Museum of the Presidency of the Republic and by the Musée National de la Légion d'Honneur.
His main fields of interest and research include the relations between the papal Croce di Cristo and the Military Order of Christ and the its awards motu proprio by the Pontiffs, the creation of the honorary commander class in the ancient portuguese military orders and the latter's gradual evolution to become mere orders of merit, the Riband of Grand Cross of the Three Military Orders - a unique case of Royal insignia - and it's role as a dynastic, political and diplomatic instrument and the evolution of the military order's insignia after the Reform of 1789.
He is a founding member of the Portuguese Phaleristics Academy having been elected vice-president in 2010 and was a member of the Organizing Committee of the IV European Meeting of Phalerisitc Socieites, Lisbon, Ocotber 2010.
He is Grand Cross of the Orders of Christ and of Infante D.Henrique and a Knight Commander of the Royal Order of the Our Lady of the Conception of Vila Viçosa and was awarded several foregin decorations, namely:
Grand Cross of the Orden de Mayo, al Mérito (Argentina), Grand Cross of the Order of Merit (Austria), Grand Cross of the Order of Leopold II (Belgium), Grand Cros of the Orders of Cruzeiro do Sul and Rio Branco (Brazil), 2nd class, of the Order of the Cross of Terra Mariana (Estonia), Grand Cross of the Order of the Lion of Finland, Commander of the Order of Legion d'Honneur (France), Grand Cross of the Order of the Phoenix  (Greece), Grand Cross of the Order of Orange-Nassau (Holland), Grand Cross of the Order of Merit (Italy), Grand Cross Pro Merito Melitensis of S.O.M. of Malta, Grand Cross of the Order of Ouissam Alaouite (Morocco) and Grand Cross of the Orders of Isabel, a Católica and of Merit (Spain).
